They have plenty of money to search for oil on their own! Thirdly, change the tax rules on corporate earnings to be a graduated scale based on what percentage of their workforce is overseas (including subcontracting). If companies have to pay higher taxes for overseas operations maybe they will have more incentive to hire more Americans.
